- Creation of a Legislative Board of
Oversight -- the Board would be made up of private citizens that would be
empowered to set pay levels for all state public officials, including
legislators. Commission members would convene biannually in Harrisburg to set
salaries and regulate legislators' perks like per diem payments, state cars and
expense reimbursements.
My proposal would be most like Washington
State, where members are randomly selected from the voter rolls by the
Secretary of State. Legislators there will earn $36,000 in 2006.

WASHINGTON CITIZENS' COMMISSION ON SALARIES FOR ELECTED OFFICIALS
- Passage of A Tax Payer Bill of Rights - I support a Tax Payer Bill of Rights
(TABOR) and a Tax & Expenditure Limitation (TEL). In the last ten years,
the state’s general fund spending has experienced a 48% increase. Meanwhile,
inflation during the same period was only about 30% and population growth was
virtually non-existent. As a result, government per capita spending has been
rising abut 60% faster than the cost of living. PA taxpayers cannot afford our
government.

- Improving the business climate in Pennsylvania to spur job growth -
Pennsylvania ranks 45th in government friendliness toward free enterprise.
Pennsylvania's high levels of taxation, burdensome regulations, lawsuit abuse
and other governmental infringements on economic freedom have all sent a
message that the state is "Closed for Business." The rising demand for services
and a shrinking tax base are a recipe for fiscal disaster. We must steer
Pennsylvania’s future course in a new direction through aggressive policies to
improve the state’s overall economic competitiveness.
- Structural and Procedural Reforms of the Pennsylvania General Assembly
- The Establishment of Initiative and Referendum so the people's voice can be
heard on issues of major importance to Pennsylvanians - Over a century ago,
President Theodore Roosevelt believed that initiative and referendum should be
used not to destroy representative government, but to correct it whenever it
becomes misrepresentative. I, and the overwhelming majority of Pennsylvanians,
support the establishment of a statewide initiative and referendum process.
Direct democracy is not the solution to every problem, but having it available
will empower the people and help keep an errant government on track.
